For anyone who might run into this issue in the future, here is how I resolved my problem.
It appears that the value for the "ResourceName"
field must be absolutely identical to the full canonical name of the resource in the RnR database.
The problem I had was that I was using @FindFreeResource to give me a list of resources and that was including "@domainname" at the end of the resource canonical name.
e.g. CN=resource1/OU=Category/O=Site@domainname will not work
CN=resource1/OU=Category/O=Site will work
Stripping this off allowed my booking notice to be processed without an issue.
